as of 7-6-2019, microsoft upgrade servers still allow free upgrades from licenced versions of windows 7/8.1

instructions

from within the booted windows O.S. you want to upgrade...

  1. download windows 10 install media
  1. run the MediaCreationToolxxx.exe (where xxx = some version number)
  1. select Upgrade this PC now
